FRENCH QUARTER — A Champagne bar on Rampart Street quietly opened its doors during Carnival, but the grand opening goes down this weekend. According to Will Coviello, Effervescence’s menu includes bubbles, as well as food: caviar, crudites, cheeses, cold seafood platters (raw oysters, crab claws, crudo), and fries with aioli.
