MONROE— Congrat are in order for Cory Bahr, chef of Monroe, Louisiana restaurant Cotton. Bahr swept the entire Food & WinPeople's Best New Chef Award for 2015, topping chefs from New Orleans in the Gult Coast category, and from all over America as the overall winner. [F&W]
