MARIGNY: The CPC was unable to reach an agreement over Bamboula's request to operate as a nightclub instead of a restaurant on Frenchmen, so the matter is heading to City Hall without a recommendation.  Many opponents and neighbors say the place has already been illegally operating as a nightclub since day one.
