Habana Outpost might be a step closer to opening at Esplanade and N. Rampart despite opponents, but it looks like owner Sean Meenan will have the same high energy bills as everybody else in the area. Of their current design plan: "The commission told Meenan he should remove the solar panels from the North Rampart Street building because they would be out of character with the historic neighborhood" and will improve chances for the VCC's final approval.
