FRENCH QUARTER? Bartender Chapman Sowash of new Bourbon Street addition, Tropical Wine Smoothies, on his drinks appeal and potency: "It's our take on the frozen daiquiri. We do equally well with locals and tourists. W have a lot of repeat sales... We thought we'd offer something different by going with Louisiana fruit wines.
